 Article 25The water administrative department shall strengthen the management of boundary water conservancy projects. The water administrative department at the next higher level shall supervise and inspect the implementation of the agreement.
If any dispute arises during the execution of the agreement, it shall be handled by the people's government at the next higher level or the water administrative department.
 Article 26 The water administrative department of the people's government at or above the county level shall strengthen supervision and inspection of the safe operation of water conservancy projects, and resolve any problems discovered during the inspection.  Chapter 4 Protection and Utilization
